reasons (1) that he wished to discuss his reply with his

friends, (2) that his wife was giving birth to a child that

day.

I told him that he had had plenty of time

to discuss his replies with his friends and that my

instructions were definite. He asked to see them. So I

shewed him the Colonial Secretary's 2 minutes of the 31st.

May and the Governor's minute of the same date in C.S.0.

file No. 6295/08.He then said he was satisfied with that. I

told him that if he would give an undertaking to let me

have his replies by 4 p.m. he could go for the day but

that he must clearly understand that that was a condition

of his leave and that if he broke it, it should be treated

as a case of absence without leave. He said he quite

understood. I also told him that he was to be in office at

the usual time on the following day. He said that he

would. He broke the condition of his leave as he did not

send me any of his replies that day.

He was absent without leave the whole day

on June the 2nd. When I reached the office in the morning

I found on my table exhibit C. I sent the office coolie

to Law's house to fetch him and in about an hour he return-

-ed saying that Law would not come. Law gave me his replies

to my charges on June the 6th. the 3rd., 4th., and 5th. of

June being holidays i.e. King's Birthday, Sunday and Whit

Monday Bank Holiday.
